POLAND: Lack of reform makes budget crisis perennial
EVENT: The shareholders' meeting on June 30 of PKO Bank Polski decided to pay a dividend on profits made in 2008.
SIGNIFICANCE: Such a decision will bring the Polish budget a much-appreciated inflow of revenues, but raises questions about the bank's stability amid the economic crisis. The loss of cash will affect loans, which may in turn have a negative impact on producers. Yet again the government is facing budget problems and has not started the necessary reforms to make its fiscal position more stable.
